Description: A refunding certificate was issued with intent to pay the redeemer for the face value of the note plus four percent interest accruing on an annual basis, with no specified redemption date. In theory, this would induce the bearer to hold onto the note through 1907 when interest stopped and the value of the note was set at $21.30. A few delicate pinholes at the far left through AT THE BUREAU OF ENGRAVING AND PRINTING have been closed , which speaks to the "minor restoration" disclaimer, but any evident rust seems inconsequential at the assigned grade.
